Their thoughts were to force incarcerated stim addicts across Rubi-Ka to wear these shirts as a mark of shame, hopefully humiliating them into the straight and narrow. Unfortunately their plan backfired somewhat, and the stim addicts who were involved in the initial limited test run took great pride in wearing the shirts.
